Motion adopted. All members voting yea. Rules suspended. Motion by Mr. O'Leary, seconded by Mr. Anderson to adopt Ordinance 30 -18. Yeas: Anderson, Bullock, George, Litten, O'Leary, O'Malley, Rader Nays: None Motion adopted. All members voting yea. Ordinance 30 -18 adopted. 6. Rules & Ordinances Committee Report Regarding Meeting Held 6/4/18; Ms. George, Chair The Rules & Ordinances Committee met on June 4th to discuss nine ordinances following the passage of the Third Amended Charter. All of them are on the docket this evening. There was 29 -18 which established various finance provisions. 38 -17 established departments and directors. 39 -18 revising the Code provisions referencing the Charter; basically removing the mention of the Seconded Amended Charter. 58 -17 basically established and enhanced the ethics provision in the Charter. 548 established street creation and vacation provisions. There was a substitution on March 14th with that ordinance. 6 -18 revising the Planning Commission voting provision due to the passage of the Charter. 20 -18 established the special assessment provision. 24 -18 established the franchise provision and 26 -18 established the newly elected official training verifier, basically that the Clerk be able to verify that the newly electeds participated in the training stemming from the passage of the Charter. In summary, these are the nine ordinances and they have been recommended for adoption. Motion by Mr. O'Leary, seconded by Mr. Anderson to receive and file the oral report. Motion adopted. All members voting yea. 7. Communication from City Planner Katelyn Milius Regarding Planning Commission Recommendation for Adoption of Ordinance 6 -18 amending Section 1134.03(k) Motion by Mr. O'Leary, seconded by Mr. Anderson to receive and file the communication. Motion adopted. All members voting yea. 8. ORDINANCE NO. 29 -18 — AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect at the earliest period allowed by law, enacting various sections of the Codified Ordinances of the City of Lakewood in order to codify certain provisions with respect to financial processes in the city. (READ AND REFERRED TO RULES & ORDINANCES COMMITTEE 5/21/18, SECOND READING 6/4/18) Motion by Mr. O'Leary, seconded by Mr. Anderson to adopt Ordinance 29 -18.
