Motion by Mr. Anderson, seconded by President O'Leary to receive and file the Housing <br />Committee report. <br />Discussion: Councilmember Rader expressed appreciation to the Chair for holding the <br />meeting and noted that he appreciated the input at the meeting from the public and the <br />housing experts. He thanked Mayor Summers for following up and taking the matter <br />seriously. <br />President O'Leary expressed thanks to all who attended and participated in the hearing. <br />Motion passed. All members voting in favor. <br />11. Housing Committee report regarding meeting held November 12, 2018; Councilmember <br />Anderson, Chair. (to be provided) <br />The Housing Committee met again on November 12th to discuss substitute ordinance 2 -18. <br />This was an ordinance originally proposed by Councilmember Bullock and it received some <br />feedback from the ABR as well as the Planning Commission. There is a bit more work to do <br />on this ordinance to Councilmember Bullock's satisfaction. We pledged to have more <br />discussion in regards to this particular ordinance so that it hits a couple of the angles that <br />ought to be hit or at least have some additional discussion as to how this ordinance could <br />address residential as well as commercial light trespass issues. More to come on the issue of <br />light trespass and so Ordinance 2 -18 was deferred. <br />Motion by Mr. Anderson, seconded by President O'Leary to receive and file the Housing <br />Committee report. <br />Motion passed. ORDINANCE NO. 44 -18 - AN ORDINANCE enacting Chapter 743, Mobile Food <br />Service Operations, of the Lakewood Codified Ordinances to establish regulations on <br />food trucks operating within the City. (Placed on 1St reading & referred to HHS <br />Committee 11/5/18) (pg. 98) <br />Motion by Council President O'Leary, seconded by Mr. Anderson to defer Ordinance 44 -18. <br />Motion passed. All members voting in favor. <br />13. ORDINANCE 45 -18 - AN ORDINANCE enacting Chapter 161, Youth Advisory <br />Council, of the Lakewood Codified Ordinances to establish a council for purposeful <br />
