Next the Committee held a discussion with Lakewood Alive and the Planning Department to <br />review the pest control ordinance which was amended by Council in 2017 to clearly identify <br />landlords as the financially responsible party for bed bug remediation. Both the City and <br />Lakewood Alive agreed that the change in ordinance along with their cooperative partnership <br />has been effective in advising residents and encouraging responsiveness by landlords. <br />Lakewood Alive has fielded 42 bed bug related calls thus far in 2018 and has followed up to <br />track which of those have received treatment and remediation. It was a nice update. I wish we <br />had more time to commit to that side of the discussion. A lot of good work went into creating <br />and revising that ordinance and the implementation has gone relatively well since then. The <br />keys to success on both fronts started with a lot of early hard work and solid legislation <br />combined with high levels of ego -free communication between organizations. That goes for <br />Lakewood Alive, the County Board of Health, and our Planning Department. I did appreciate <br />that. <br />Motion by Mr. Litten, seconded by President O'Leary to receive and file the Health & <br />Human Services Committee report. <br />Motion passed. RESOLUTION 9029 -18 - A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds members of Council, or otherwise to <br />take effect and be in force after the earliest period allowed by law, authorizing the Mayor <br />to enter into an agreement with the District Advisory Council of Cuyahoga County, Ohio <br />General Health District for the provision of public health services within the City of <br />Lakewood in an amount not to exceed $531,215.00 for a two -year period commencing <br />January 1, 2019. (Referred to HHS Committee 10/15/18) (pg. 86) <br />Motion by Council President O'Leary, seconded by Mr. Anderson to adopt Resolution 9029- <br />18. <br />Motion passed. All members voting in favor. Resolution 9029 -18 adopted. <br />10. Housing Committee report regarding meeting held October 22, 2018; Councilmember <br />Anderson, Chair. (pg. 95) <br />Vice President Anderson summarized the report stating that the meeting was a good start to <br />address concerns about housing discrimination. He reported that the administration made a <br />pledge to work on certain aspects of this issue over the next several months. Councilmember <br />Rader is interested in seeing how those steps go. The Committee will defer the ordinance <br />until early 2019 when there will be more dedicated time to follow up. <br />
