Saturday December 1St, we will have a longer discussion from 8:30 — 12:30. I will provide <br />breakfast and coffee by the way. We'll have department budget overviews, health <br />insurance /worker's compensation discussion and the salary ordinance. Also CAC <br />recommendations for the Resolution that Director Sylvester will be introducing for this <br />evening as well. On Monday December 3rd we will be meeting for an hour and a half. Judge <br />Carroll will go over the Municipal Court budget as well as the new Clerk of Courts. And then <br />our Police and Fire Chiefs will be present to discuss their budgets. On December 10th we will <br />have a longer meeting to discuss the capital budget and Public Works Department. Finally, <br />we will meet on December 17th to go over substitutions and finalization and I anticipate that <br />we will be voting on adoption of the budget ordinances that evening. Again, a good <br />discussion tonight to start it off. We had some good historical information and then dove into <br />a number of very important topics, the minutes of which should be available soon. <br />Motion by Council President O'Leary, seconded by Mr. Anderson to receive and file the <br />Finance Committee report. <br />Motion passed. All members voting in favor. <br />8. Health & Human Services Committee report regarding meeting held November 12, 2018; <br />Councilmember Litten, Chair. (to be provided) <br />The Health & Human Services Committee met on November 12th. Present were Committee <br />members George and Anderson as well as Councilmembers Bullock and Rader, Clerk Bach, <br />Director Gelsomino, Assistant Law Director Swallow, five members of the Cuyahoga <br />County Board of Health, two representatives of the Planning Department, two members of <br />Lakewood Alive and a few members of the public. We were there to discuss two items. One <br />was Resolution 9029 -18 authorizing the City to renew its public health services contract with <br />the Cuyahoga County Board of Health for a two year period. Commissioner Terry Alan <br />attended the meeting with his staff to discuss the Board's work in Lakewood over the past 11 <br />years. For 2019 and 2020, the Board is requesting a 15% increase in rates from all of its <br />member communities (not just Lakewood). The Commissioner explained the main drivers of <br />this proposed increase including the requirement for national accreditation, facility <br />improvements, and coordination of community health assessments. The Committee and <br />Director Gelsomino concluded that these proposed rate increases were reasonable <br />considering that they have not been significantly increased in the 11 years since the City has <br />partnered with the Board of Health. The Board's rates remain very competitive with those of <br />other urban health districts in Ohio. The per capita cost in Lakewood is very low compared <br />with other municipalities throughout the state and the Board offers comparable services with <br />those municipalities. After further discussion of the services and programs provided by the <br />County, the Committee moved to recommend adoption of Resolution 9029 -18. In 2008 our <br />cost from the County was approximately $228,000 compared with the proposed increase to <br />$265,000 for 2019 and 2020. Again, not significant as the Committee found. Also, compare <br />this with $788,000 in 2007 when the City ran a health department on its own. While plenty of <br />aspects of those days are things that we miss, the cost difference is relatively large. <br />
