ORDINANCE 75 -18 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least five members of Council, or otherwise to take <br />effect at the earliest period allowed by law, providing for the submission to the registered <br />voters of the City of Lakewood a proposed amendment to the Third Amended Charter of <br />the City of Lakewood. Communication from Councilmember Litten regarding tobacco use legislation. ORDINANCE 76 -18 - AN ORDINANCE to take effect at the earliest period allowed by <br />law, enacting Chapter 1727, Cigarette and Tobacco Vendors; Sales to Persons Under 21, <br />of the Codified Ordinances of the City of Lakewood in order to amend and create <br />regulations involving licensing for and sales of tobacco products. (pg.90) <br />Motion by President O'Leary, seconded by Mr. Anderson to refer to Health & Human <br />Services Committee. All members voted in favor. Motion adopted. <br />Wendy Hyde — Preventing Tobacco Addiction Foundation <br />Ms. Hyde expressed full support for raising the minimum sales age of tobacco products from <br />18 to 21. She reported facts and figures about nicotine use among teens concluding that it is a <br />major public health problem with alarming health consequences. She explained about e- <br />cigarettes and how they work. She remarked that raising the age will reduce exposure to <br />nicotine products in the high school population. <br />Mr. Bullock noted that tobacco prevention has been backsliding over the years and the <br />connection between tobacco use and rising health care costs. He expressed enthusiasm for <br />discussing the issue further. <br />Mr. Anderson noted that the FDA has recommended increasing the age of sale to 21.
