Mayor Summers remarked further on the current paid time off benefits that employees <br />receive. He noted that time can be banked and that many employees have several hundred <br />hours at their disposal. Also, he noted that sick time can be donated to colleagues in need. He <br />remarked that the current paid time off benefits can be used for any health related reason of <br />an employee or family member. <br />Councilmember George responded that women in their childbearing years may not have the <br />seniority to accrue large banks of sick time. She remarked that paid parental leave helps to <br />attract talent and retain workers. <br />Councilmember Rader expressed support for the ordinance and stated that it is important to <br />separate sick time from parental leave. <br />Council deliberated on the appropriate committee for continuing the discussion. <br />Motion by Councilmember Bullock, seconded by President O'Leary to refer Ordinance 1-19 <br />to Finance Committee. <br />Discussion: Councilmember Rader suggested that a third party analyze the proposal and its <br />cost. <br />President O'Leary summarized that while council and the administration may disagree on the <br />details, he has he has heard broad support during the discussion for supporting the notion of <br />paid parental leave. <br />Councilmember George expressed agreement with the referral but disagreement with the <br />characterization of a consensus on the matter. <br />Councilmember Bullock welcomed the proposal. He said that taking a fresh look at the <br />City's benefits is important. He noted that bargaining units will be involved in this <br />conversation. <br />Councilmember Anderson expressed confident in the City's current benefits and also <br />welcomed further discussion. <br />On the motion: All members voted in favor. Motion passed. Ordinance 1-19 referred to <br />Finance Committee. <br />25. Communication from Councilmember Rader regarding appointment to the Citizens <br />Advisory Committee. (pg. 107) <br />Motion by President O'Leary, seconded by Vice President Anderson to receive and file the <br />communication. <br />
