****PUBLIC COMMENT* ** * <br />Andrew Meyer — 1582 Westwood Ave <br />Mr. Meyer offered brief comments in support of Councilman Rader's campaign finance <br />reform legislation. He believes this legislation cuts across divides, is a good government <br />reform, and deserves consensus support. He has worked on the issue locally on the county <br />and city levels. He had worked on county government reform efforts with Councilman <br />Bullock 10 years ago. In 2014 while serving on Lakewood's Charter Review Commission, he <br />and the group included provisions that improved ethical goals and professional standards. <br />Those provisions were adopted by Lakewood voters in 2017. He insisted that there is no <br />specific reason or official that has caused this legislation to be proposed; just that it is a good <br />government measure that should be implemented on principle. This law puts Lakewood's <br />campaign finance laws on par with state and federal standards. Councilman Rader invited his <br />opinion while crafting the legislation. He recommends its eventual adoption. <br />****ANNOUNCEMENTS**** <br />Mayor Summers stated the importance of April 2020, as it is when the national census will <br />be underway. He heads the Complete Count Committee which will work to ensure an <br />accurate count of Lakewood. He asks councilmembers to keep people in mind that might be <br />willing to serve on this committee for 6-9 months. <br />Mayor Summers received a notice from NOPEC that the Energized Community Grant <br />Version 2 has been awarded to Lakewood in the amount of $206,590. The city received <br />about $223,000 and spent half of that to upgrade streetlights to LED ones, which have yet to <br />be installed. Those lights will replace ones on Detroit, Madison, and parts of Warren Rd. <br />That money was also used to install the city's first electric vehicle charger, which is in place <br />today at Lakewood Center Plaza. Another rapid charger is set to be installed and the <br />administration is looking to install a third one on the east end of Lakewood. The city is <br />looking into establishing a solar energy farm by placing panels on the roof of the service <br />garage behind City Hall. The roof may soon be replaced prior to the installation of any <br />panels. He asked that councilmembers deliberate on the matter and come up with ideas on <br />how to spend the funds. <br />Council President O'Leary announced the meeting of the Lakewood Community Relations <br />Advisory Committee Diversity Potluck on Thursday, January24th from 6pm-8pm at the <br />Women's Pavilion at Lakewood Park. <br />Council President O'Leary also announced the PTA Council Reflections Recognition <br />program, which will be taking place on Tuesday, January 29th from 6:3 0pm-bpm at Garfield <br />Middle School. The program encourages artistic and creative endeavors among Lakewood's <br />
