October 2019 <br /> Mr. Sylvester introduced David Parrish, RDI.Architects and presented a recap of the previous meetings (presentation <br /> made part of record). <br /> The members said that much thought was needed for the design/use of the public space,the height of the (liner units <br /> could appear imposing,the porches should be open and inviting, questioned the setbacks and wall at the southern end, <br /> the southern edge should be seamlessly incorporated into the neighborhoodas opposed to creating a wall,,the liner <br /> units could read like an apartment building because there was no light between the units,the setbacks need to respect <br /> the neighborhood,the Curtis Block building does not necessarily need to be connected physically to the retail building, <br /> the visibility and viability of the retaiil spaces south of the public space were questioned, use of the public space,etc. <br /> Mr. Parrish responded to the comments. More substantive plans would be submitted;what was before the members <br /> was an incomplete and basic submission. Discussion continued about the winter garden and the need to create intimate <br /> spaces. <br /> Public comment was taken. Administrative staff, members and Mr. Parrish addressed the issues. Mr. Sylvester cited the <br /> RFP and its minimum requirements.Significant questions posed included: <br /> * Who determined the placement of the greenspace? Director Sylvester indicated that this location was part of the <br /> developer's vision in the original proposal. <br /> * Could the design incorporate green space near each unit so there would be an area for children to play within the <br /> development? <br /> * Could the rnass of the garage be reduced by constructing additional levels below grade? <br /> A motion was made by Mr. Robar, seconded by Mr. Waddell to DEFER the request until the November 8, 2018 meeting. <br /> All of the members voting yea,the motion passed. <br />
