MINUTES OF THE COMMITTEE OF THE WHOLE <br /> Auditorium <br /> June 10, 2019 <br /> Present: Councilmembers Anderson, Bullock, George, O'Leary, O'Malley & Rader <br /> Also Present: Mayor Summers, Planning Director Sylvester, City Planner Katelyn Milius, Chief <br /> Assistant Law Director Swallow, George Papandreas & Rustom Khouri of Carnegie <br /> Management& Development Corp., Greg Soltis and Ron Lloyd from RDL Architects, Lou <br /> McMahon, Chair of the Planning Commission, Jesse Shedden, neighbor at Marlowe Ave. <br /> Deputy Clerk Lascu, Clerk Bach taking minutes <br /> Call to Order: 6:02 p.m. <br /> ORDINANCE 36-18—AN ORDINANCE to amend Section 1105.02 of the Zoning <br /> Code of the Codified Ordinances of the City of Lakewood by changing and revising <br /> the Zoning Map of the City with respect to certain property as set forth and described <br /> as 14519 Detroit Ave, 14501 Detroit Ave, and 1415 Marlowe Avenue (PPNs 314-07- <br /> 007 to-014; 314-07-033 to -039; and 314-07-145)from C2 (Commercial,Retail) and <br /> PPN 314-07-017 from R1H(Single Family,High Density) to PD (Planned <br /> Development) (REFERRED TO COW/PLANNING COMMISSION/ABR 7/16/18; 2°a <br /> reading 9/4/18) <br /> Motion by President O'Leary, seconded by Vice President Anderson to approve the Committee <br /> minutes from June 3, 2019. All members voted in favor. Motion passed. <br /> Director Sylvester reiterated that the Planning Department is requesting that Council rezone the <br /> former hospital property to the Planned Development designation. The proposal for One <br /> Lakewood Place has received unanimous approval from Planning Commission and ABR after 10 <br /> months of review. <br /> Director Sylvester introduced a substitute version of Ordinance 36-18 which includes two parcels <br /> on Marlowe Ave. that Carnegie had not yet acquired at the time Ordinance 36-18 was drafted. <br /> Including these parcels in the site design was always the plan. Purchase of the properties was a <br /> private transaction between the homeowners and Carnegie. <br /> Planning Commission Chair Lou McMahon addressed Council to praise the project. He stated <br /> that the project was the most comprehensive, engaged and well thought out that had been <br /> presented to Planning Commission during his five years serving on the Commission. He <br /> commended Carnegie for its engagement with and responsiveness to the neighbors on Marlowe <br /> Ave. He stated that each version of the project that came before the Commission was responsive <br /> to the neighbors. He remarked that he has been very impressed by the work from staff, residents, <br /> and the developer and that the work has resulted in an extraordinary product. <br /> Vice President Anderson noted that Planning Commission approved the project with 7-8 <br /> conditions and asked for an update on the status of the conditions. <br /> 1 <br />
