Mr. McMahon responded that many of the conditions are things that will come back before <br /> Planning Commission such as the exact shape of the plaza and outdoor dining. Other conditions <br /> will be negotiated directly with the City. He stated that Planning Commission approved the <br /> project because it is confident that all conditions can and will be met. <br /> Jesse Shedden of Marlowe Ave. addressed Council to discuss his experiences negotiating with <br /> Carnegie and attending public meetings about the project. His home will be the first one that is <br /> adjacent to the development. He stated that he is very happy with the way the project has <br /> progressed and that Carnegie has listened to the neighbors' concerns and responded with <br /> revisions to the site plan. <br /> In response to a Councilmember's question, Mr. Shedden stated that there is a wide range of <br /> thoughts among his neighbors from optimistic to skeptical. <br /> President O'Leary added that the City is currently evaluating traffic calming on Marlowe. <br /> Councilmember O'Malley thanked the developers for their community engagement and <br /> expressed hope that all developers working in the City can emulate Carnegie's level of <br /> engagement. <br /> Greg Soltis of RDL Architects delivered a visual presentation to Council to further describe the <br /> proposed public plaza at One Lakewood Place. He explained what distinguishes a public plaza <br /> from a park, discussed the differences between active and passive programming, and highlighted <br /> the modular approach to the plaza's design, among other topics. The lower plaza space is <br /> expected to hold 300-350 people. <br /> In response to a Councilmember's question, Mr. Soltis explained that one of the country's best <br /> lighting experts is involved int eh project and that the lighting can change color for the holidays <br /> or other events. <br /> Mr. Soltis and Director Sylvester responded to Committee questions regarding: <br /> • The incorporation of restaurants and patios into the plaza. <br /> • The plans and placement for a bus stop on the plaza. <br /> • The location of bike racks and the feasibility of bike share <br /> • The look and feel of the plaza furniture (issue to return to ABR) <br /> • EPA permits <br /> • Sustainability features <br /> • Bird window strikes <br /> • Wifi access <br /> In response to a question by President O'Leary, Mayor Summers confirmed that the anticipated <br /> property and income tax revenues of the site will be within the originally stated range of$1.4 <br /> million and $2.3 million. <br /> President O'Leary thanked all for the high quality proposal and moved to recommend adoption <br /> of substitute ordinance 36-18. Motion was seconded by Councilmember Anderson. <br /> 2 <br />
