Read and referred to COW 6/17/19 <br />Anderson, Bullock, George, Litten, O'Leary, <br />ORDINANCE NO. 20-19 BY O'Malley, Rader <br />it <br />AN ORDINANCE enacting Chapter 159, Youth Council, of the Lakewood Codified <br />Ordinances to establish a council for purposeful planning; advising Council and the Admin- <br />istration on matters including but not limited to addressing youth concerns and perspectives; <br />assisting in securing and developing programs and activities for the young people in the City; <br />and providing programming in the community for youth to obtain leadership skills and to par- <br />ticipate in civic affairs; and appointing six of the original members of the council. <br />WHEREAS, Lakewood desires to involve young people in with the community to dis- <br />cuss issues that are important to the youth of our City and advise Council and the Administra- <br />tion on such issues; and <br />WHEREAS, an advisory council comprised of high school students will facilitate in- <br />volvement of youth in the government process and allow Council and the Administration to re- <br />ceive youth perspectives on issued which affect the City of Lakewood; and <br />WHEREAS, the City also seeks to enable youth to participate in improving the quality <br />of life in the community by planning and promoting programs and services for youth, educate <br />and raise awareness of youth issues, inspire positive action in the community, act as advocates <br />for youth and teens; and <br />WHEREAS, the Youth Council Planning Task Force has made recommendations on the <br />structure of the Youth Council as embodied in the task force's proposed bylaws for the Youth <br />Council; now, therefore, <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. Chapter 159, Youth Council, is hereby enacted to read as follows: <br />CHAPTER 159 <br />Youth Council <br />159.01 Establishment; purpose. <br />159.02 Membership; qualifications. <br />159.03 Terms. <br />159.04 Bylaws and general rules of operation. <br />159.01 Establishment; purpose. <br />The Youth Council is hereby established to provide City Council and the Mayor a <br />youth perspective on issues that affect the City and to provide the opportunity for <br />youth to be active and participate in city government. The Youth Council shall re- <br />view those matters and make recommendations, as appropriate, referred by Council <br />or the Mayor as they pertain to youth activities, interests and concerns. <br />
