159.02 Membership; qualifications. The Youth Council shall be composed of 15 Lakewood residents who, at the time of their appointment, are between the point of entering the eighth grade and entering their freshman year of college in the fall of the year of their appointment. The Mayor shall appoint the original 15 members with confirmation of Council, and thereafter the Youth Council shall submit slates of members appointed by the Youth Council every two years for ratification by the Mayor with confirmation of Council. Mem- bers shall receive no compensation for their service. 159.03 Terms. Youth Council members shall be eligible to serve up to two consecutive two -year terms. Vacancies in terms shall be filled by action of the Youth Council without ad- ditional approval of the Mayor or Council. 159.04 Bylaws and general rules of operation. The Youth Advisory Council shall meet at least on a quarterly basis and shall devise its own officers, governance, and place and time of assembly. Section 2. The Mayor hereby appoints, and Council hereby confirms, the following per- sons as six of the original members of the Youth Council: Yusra Abdi, Collin Hunt, Olivia Pat- terson, Tristan Ramsey, Siwita Ali Shah, and Tully Worron. Section 3. It is found and determined that all formal actions of this council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements.
