1308.11 Designation of the Floodplain Administrator. <br />1308.12 Duties and responsibilities of the Floodplain Administrator. <br />1308.13 Floodplam development permits. <br />1308.14 Application required. <br />1308.15 Review and approval of a floodplain development permit appli- <br />cation. <br />1308.16 Inspections. <br />1308.17 Post - construction certifications required. <br />1308.18 Revoking a floodplain development permit. <br />1308.19 Exemption from filing a development permit. <br />1308.20 Map maintenance activities. <br />1308.21 Data use and Flood Map interpretation. <br />1308.22 Substantial damage determinations. <br />1308.23 Use and development standards for flood hazard reduction. <br />1308.24 Appeals and variances. <br />1308.25 Compliance required. <br />1308.26 Notice of violation. <br />1308.99 Penalty. <br />1308.01 TITLE. <br />The provisions of this chapter, hereinafter referred to as this "Code" <br />shall be known as the Flood Damage Prevention Code of the City of <br />Lakewood. <br />1308.02 FINDINGS OF FACT. <br />The City of Lakewood has special flood hazard areas that are subject <br />to periodic inundation which may result in loss of life and property, <br />health and safety hazards, disruption of commerce and governmental ser- <br />vices, extraordinary public expenditures for flood protection and relief, <br />and impairment of the tax base. Additionally, structures that are inade- <br />quately elevated, floodproofed, or otherwise protected from flood dam- <br />age also contribute to the flood loss. In order to minimize the threat of <br />such damages and to achieve the purposes hereinafter set forth, these <br />regulations are adopted. <br />1308.03 STATEMENT OF PURPOSE. <br />It is the purpose of these regulations to promote the public health, <br />safety and general welfare, and to: <br />(a) Protect human life and health; <br />(b) Minimize expenditure of public money for costly flood control pro- <br />jects; <br />(c) Minimize the need for rescue and relief efforts associated with <br />flooding and <br />generally undertaken at the expense of the general public; <br />(d) Minimize prolonged business interruptions; <br />(e) Minimize damage to public facilities and utilities such as water and <br />gas mains, electric, telephone and sewer lines, streets and bridges located <br />in areas of special flood hazard; <br />(t) Help maintain a stable tax base by providing for the proper use and <br />development of areas of special flood hazard so as to protect property <br />and minimize future flood blight areas; <br />(g) Ensure that those who occupy the areas of special flood hazard <br />assume responsibility for their actions; <br />(h) Minimize the impact of development on adjacent properties within <br />and near flood prone areas; <br />
