RESOLUTION NO. 9086 -19 <br />BY: <br />Anderson, Bullock, George, Iitten, <br />O'Leary, O'Malley, Rader <br />A RESOLUTION to take effect immediately provided it receives the affirmative <br />vote of at least two thirds of the members of Council, or otherwise to take effect and be in <br />force after the earliest period allowed by law, authorizing the Mayor or his designee to <br />apply for a grant through the Northeast Areawide Coordinating Agency ( "NOACA ") for <br />Cleveland Urbanized Area Federal Transit Administration(FTA) funding from the <br />Enhanced Mobility for Seniors and Individuals with Disabilities Program. <br />WHEREAS, NOACA is a designated recipient of the Enhanced Mobility for <br />Seniors and Individuals with Disabilities Program for the Cleveland Urbanized Area <br />authorized to make grants to public bodies, private non - profit organizations and other <br />eligible entities; and <br />WHEREAS, the Enhanced Mobility for Seniors and Individuals with Disabilities <br />program proves eighty percent (80 %) federal funds for capital projects to support <br />alternatives to public transportation projects that assist seniors and individuals with <br />disabilities new or expanded transportation services and alternatives that go beyond the <br />requirement of the American with Disabilities Act (ADA) of 1990 for individual with <br />disabilities; and <br />WHEREAS, the Enhanced Mobility for Seniors and Individuals with Disabilities <br />program is paid on a reimbursement basis, requiring the applicant to first expend funds <br />then request reimbursement from NOACA, which will in turn, request the funds from FTA; <br />and <br />WHEREAS; as set forth in Section 2.12 of the Third Amended Charter of the City <br />of Lakewood, this Council by a vote of at least two thirds of its members determines that <br />this resolution is an emergency measure and that it shall take effect immediately, and that <br />it is necessary for the immediate preservation of the public property, health, and safety and <br />to provide for the usual daily operation of municipal departments in that it is in the best <br />interest of the City to make this application as soon as practical; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor or designee is hereby authorized to submit an application to <br />NOACA, acting as designated recipient of FTA funds, for the Enhanced Mobility for <br />Seniors and Individuals with Disabilities Program. <br />
