Section 2. The Mayor or designee is hereby authorized to execute an agreement <br />with NOACA if selecte3d for the Enhanced Mobility for Seniors and Individuals with <br />Disabilities program. <br />Section 3. Lakewood certifies it will provide at least twenty percent (20 %) local <br />matching funds for capital or planning projects and fifty percent (50 %) local matching <br />funds or operating projects from sources other than federal Department of Transportation <br />funds. <br />Section 4. The project will be included in the Coordinated Public Transit -Human <br />Services Transportation Plan for Northeast Ohio. <br />Section 5. Lakewood agrees to abide by federal requirements as sub - recipient of <br />ETA funds, including federal fiscal year 2015 Certifications an Assurances inclusive of <br />provisions of Title VI of the Civil Rights Act of 1964, and all subsequent annual <br />Certifications and Assurances during the length of the agreement, including federal <br />procurement, maintenance, useful life, disposition standards and ongoing reporting. <br />Section 6. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this resolution were adopted in an open meeting <br />of this Council, and that all such deliberations of this Council and of any of its committees <br />that resulted in such formal action, were in meetings open to the public in compliance with <br />all legal requirements. <br />Section 7. This resolution is hereby declared to be an emergency measure necessary <br />for the immediate preservation of the public peace, property, health, safety and welfare in <br />the City and for the usual daily operation of the City for the reasons set forth and defined <br />in the preamble to this resolution, and provided it receives the affirmative vote of at least <br />two thirds of the members of Council, this resolution shall take effect and be in force <br />immediately upon its adoption by the Council and approval by the Mayor, or otherwise it <br />shall take effect and be in force after the earliest period allowed by law. <br />Adopted: 6A 16 1 m <br />Approved: r �(f <br />
