In regards to the communication from Councilwoman George concerning the demolition and
rebuild of homes, there were no updates on this item at that time and Councilwoman George
pledged to make herself available for an upcoming committee meeting where we can take a look
at that issue and we look forward to that conversation.
The bulk of the time spent that evening was on a communication from Councilmember Litten
regarding affordable housing.
1 noted that in light of Councilman Litten's communication, the Housing Committee received a
report from the administration back in March 2019 in regards to the City's affordable housing
strategy at that time. There were 7 action steps identified in that presentation. The update for that
strategy has been made available for the community as well as to all members of Council. The
action steps are:
• Launch rental restoration program preserving affordability
• Gap financing for rental development projects
• Non-Profit partnerships
• Home ownership opportunities for low and mod income households
• New affordable home construction
• Connecting property owners to resources and incentives
• Outreach &Advocacy to HUD by Administration and City Council
We did deliberate a bit on each of these specific components and appreciated the updates. We
identified next steps for the administration and appreciated the back and forth conversation
between the administration and members of the committee. We concluded our work that evening
at 7:00 p.m. and adjourned.
Motion by Councilmember Anderson, seconded By President O'Leary to to receive and file
the report.
All members voting yea. Motion passed.
2. Public Safety Committee report regarding meeting held October 14, 2019. (to be provided)
Public Safety Chairman Bullock delivered the following oral report:
Dear Members of Council,
The public safety committee met on October 14t" to continue our conversation regarding e-bikes
and scooters. The committee was joined by Mike Foley, Cuyahoga County Director of
Sustainability; Captain Wilkins and Officer McNeeley of the LPD, and representatives of Lime and
Spin (who are scooter-share companies). The objective of the meeting was to continue the
Committee's fact-finding and knowledge base development regarding the use of scooters and e-
bikes in an urban environment like ours.
2
