Director Foley delivered a presentation on Cuyahoga County's new license and permitting process <br /> forscooters and e-bikes. Municipalities within the County that hostscooters will sign an MOU with <br /> the County to obtain the benefit of earning 15 cents per ride, if we were to go forward with this. <br /> Captain Wilkins and Officer McNeeley expressed concerns and asked questions about the potential <br /> for accidents and congestion. They shared that some residents have expressed frustration about <br /> abandoned scooters on their properties, some with alarms going off. Representatives of Lime & <br /> Spin were very responsive to questions and expressed enthusiasm for trouble shooting issues and <br /> working to train the City and users on scooters and e-bikes. <br /> The Committee will continue our deliberations in order to ultimately evaluate the fit of a scooter <br /> and/or eObike system for our City beneath the umbrella of the County program. The Law & <br /> Planning Departments are currently developing draft legislation to update our traffic code to allow <br /> us to regulate and enforce traffic laws for our e-bikes and scooters on our roads regardless of <br /> whether or not we initiate a program in our community. In addition, we learned that the numbers <br /> for controls for operation, numbers, locations etc. — the place where we would determine those <br /> things would exist in the MOU with the companies if we were to go forward with that. There is a <br /> lot of ability for cities to specify the details that would fit for our city if we were to take that step. <br /> We are still in the fact-finding stage and we will have more meetings on this in the future. <br /> Motion by Councilman Bullock, seconded by President O'Leary to receive and file the report. <br /> All members voting yea. Motion passed. <br /> 3. Rules & Ordinances Committee meeting regarding meeting held October 21, 2019. (to be <br /> provided) <br /> Rules & Ordinances Committee Chair George delivered the following oral report: <br /> The Rules & Ordinances Committee met this evening. We approved the minutes of the prior <br /> meeting on October 7`"and discussed two items—one of which was dog registration requirements. <br /> When an owner goes to pick up their dog from the shelter to have a partial fee to get that dog <br /> registered with the County. We are awaiting additional information from the administration on <br /> that one. Also we discussed Ord. 16-19, which was the majority of the conversation. This is in <br /> regard to public records access. Most of the conversation was about whether to continue this as <br /> an ordinance or to have this as a policy with Council approval. We are still reviewing that and will <br /> probably have one more committee meeting on both of these topics before making a <br /> recommendation to Council. <br /> Motion by Councilmember George, seconded by President O'Leary to receive and file the <br /> report. <br /> All members voting yea.
