4. ORDINANCE 16-19 - AN ORDINANCE enacting new Chapter 110, Access Public Records, of the Codified Ordinances of the City of Lakewood to create transparency and timely easy-of-access to public records and set requirements for the city's online public records request system. (1st read and referred to Rules & Ordinances Committee 5120119; 2"d reading 613119) (pg. 001) Motion by President O'Leary, seconded by Vice President Anderson to defer Ordinance 16- 19. All members voted in favor. Motion passed. Ordinance 16-19 deferred. 5. ORDINANCE 26-19 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, to approve the editing and inclusion of certain ordinances as parts of the various component codes of the Codified Ordinances and to provide for the publication of such new matter. (Is'reading 9116119; 2"d reading 1017119) (pg. 007) Motion by President O'Leary, seconded by Vice President Anderson to adopt Ordinance 26- 19. All members voted in favor. Motion passed. Ordinance 26-19 adopted. 6. Finance Committee report regarding meeting held October 21, 2019. (to be provided) Finance Committee Chair O'Malley delivered the following oral report: The Finance Committee met this evening to discuss Ordinance 50-188. This is an amendment to the contracting authority ordinance to increase contracting authority for the disposal of organic waste from $30,000/year to $100,000/year. The reason for the increase is that there has been a decrease in the demand for organic waste. This amount is appropriated. It was simply increasing the contracting authority. The Committee voted 3-0 to approve this amended ordinance. The ordinance is on second reading this evening. It will be on third reading on November 4r" and we ask for passage at that time. Motion by President O'Leary, seconded by Vice President Anderson to receive and file the oral report. All members voting yea. Motion passed. 4
