12. Communication from Mayor Summers regarding Live Well Lakewood <br /> recommendations. (pg. 053) <br /> Motion by Councilmember Bullock, seconded by President O'Leary to refer to Finance <br /> Committee. <br /> Katie Miller, Andrea Anderson & Vince Frantz of the Live Well Lakewood Health Initiative <br /> delivered the attached powerpoint presentation to Council. <br /> Discussion: Mayor Summers clarified that the administration is seeking to discuss how these <br /> objectives can be incorporated into the budget, during budget hearings. He highlighted the <br /> various future roles of City Council to help move this initiative forward. <br /> In response to a councilmember's question, Mayor Summers clarified that the Alex Harnocz <br /> has been identified as the staff facilitator to drive this work. <br /> Councilmember O'Malley asked that Council be directly engaged moving forward, including <br /> in the selection of consultants and/or advisors. He questioned the need for a hyper-local <br /> community needs assessment. He asked that any new community needs assessment take a <br /> common-sense approach to reflect the resources that Lakewood residents utilize in other <br /> communities. <br /> Vice President Anderson remarked that we are still a few steps away from identifying <br /> specific health issues to work on and that this work gets the City closer to a starting point to <br /> make that happen. <br /> Councilmember Bullock thanked the presenters for their work and remarked that he hoped to <br /> have a future opportunity in committee to ask questions and discuss in depth. He expressed a <br /> desire to get down to specifics as soon as possible and noted that it is important to identify <br /> specifics if such a large amount of money is to be potentially allocated. <br /> Mr. Frantz responded to council comments and emphasized the importance of an IRB- <br /> approved community health assessment in order to gather baseline health data on the <br /> community. <br /> In response to a question by Councilmember Litten, Mayor Summers further clarified the <br /> meaning of"strategically encumber." About $10-$12 million remains related to the closing <br /> of the Lakewood Hospital. The strategic opportunity is to invest these one-time funds to <br /> maximum effect. These funds create a sense of possibility to foster a creative process. He <br /> clarified that he is specifically asking Council to budget and appropriate $250,000 as part of <br /> the 2020 budget. He recommended that $6 million remain reserved in the case of financial <br /> uncertainty. <br /> On the motion: All members voting yea. Motion passed. <br /> 8 <br />
