13. Communication from Director Sylvester regarding St. Clement Church Rezoning to <br /> Planned Development. (pg. 055) <br /> Director Sylvester introduced Dru Siley from Liberty Development who delivered a <br /> presentation (attached) on a proposed re-zoning of St. Clement School for a planned <br /> development. <br /> Mr. Siley delivered a visual presentation, orienting Council to the site and school building. <br /> The school has been vacant since 2005 and its condition has been deteriorating. He discussed <br /> the history of the site and Liberty's conversations with the church. Townhomes and <br /> additional green space are being proposed to revitalize the space. <br /> Discussion: In response to a question from Council, Mr. Siley talked through the existing <br /> agreements between Liberty and the church. Liberty will move forward with acquiring the <br /> property regardless. Even without re-zoning, Liberty will be able to build. It sees a better site <br /> plan through re-zoning. <br /> Motion by President O'Leary, seconded by Vice President Anderson to receive and file the <br /> communication. <br /> All members voting yea. Motion passed. <br /> 14. ORDINANCE 28-19 - AN ORDINANCE to amend Section 1105.02 of the Zoning Code <br /> of the Codified Ordinances of the City of Lakewood by changing and revising the Zoning <br /> Map of the City with respect to certain property as set forth and currently described as <br /> 14503 Madison Avenue (PPN TBD) from C2 (Commercial, Retail) and the rear parking <br /> lot(PPNs 314-19-007 to 010 and 314-19-045 to 049) from R2 (Residential, Single and <br /> Two Family) to PD (Planned Development). (pg. 057) <br /> Motion by President O'Leary, seconded by Vice President Anderson to refer Ordinance 28- <br /> 19 to Planning Commission, ARB, and Committee of the Whole. <br /> Councilmember Bullock expressed support for referral and thanked Liberty for the planning <br /> knowledge and spirit of partnership brought to the project. He expressed disappointment in <br /> the loss of historic architecture but noted that it has been a"loss in slow motion over time." <br /> On the motion: All members voted in favor. Motion passed. Ordinance 28-19 referred to <br /> Planning Commission, ARB, and Committee of the Whole. <br /> 15.
