MINUTES OF THE PUBLIC SAFETY COMMITTEE <br /> November 11, 2019 <br /> East Conference Room <br /> Present: Councilmembers O'Malley, Litten, Bullock (6:00 p.m.) <br /> Also Present: Councilmember Rader, Assistant Law Director Swallow, Public Works Director <br /> Beno, Streets & Forestry Manager Perry, City Planners Katelyn Milius & David Baas, LPD <br /> Captain Wilkins, Maureen Bach taking minutes <br /> Call to Order: 5:46 p.m. <br /> Approve minutes from the November 4, 2019 Public Safety Committee meeting. <br /> In the absence of Chairman Bullock, Councilmember O'Malley called the meeting to order and <br /> made a motion to approve the minutes of the October 14'h &November 4 1 Public Safety <br /> Committee meetings. <br /> Motion was seconded by Councilmember Litten. All members present voted in favor. <br /> Communication from Director Sylvester regarding Cuyahoga County Bicycle & <br /> Scooter Share Program <br /> City Planner Dave Baas reviewed the Committee's previous discussions on scooters, identifying <br /> the first step as updating the traffic code to address the safety requirements of operation of <br /> scooters and e-bikes. The Law and Planning Departments looked at the Columbus and Cleveland <br /> codes as examples and tailored an ordinance best for Lakewood and also that promotes <br /> continuity between Lakewood and Cleveland. The research culminated in a draft ordinance that <br /> was distributed to the committee. <br /> The Committee discussed how these devices are defined in the proposed legislation. Scooters <br /> and e-bikes are grouped together as "mobility devices." Mobility devices are distinct from <br /> assisted mobility devices used to assist individuals with disabilities. The legislation also defines a <br /> shared mobility device and bicycle vendor. <br /> In general, mobility devices are proposed to be regulated like bicycles. Two key differences <br /> between bicycles and mobility devices are speed limit and riding on sidewalks. The legislation <br /> proposes that mobility devices maintain a speed of less than 12 mph and be prohibited from <br /> sidewalks. Like bicycles, helmets are not required to be worn. These proposals are consistent <br /> with Cleveland. Columbus allows speeds up to 20 mph. The Committee discussed the logistics <br /> and enforcement of prohibiting mobility devices from sidewalks and walking paths in the parks. <br /> Captain Wilkins expressed that she finds the proposal to be straightforward and simple.
