COMMITTEE OF THE WHOLE <br /> December 16, 2019 <br /> Auditorium <br /> Present: Councilmember Anderson, Bullock, George, Litten, O'Leary, O'Malley, Rader <br /> Also Present: several members of the public <br /> Call to Order: 5:43 p.m. <br /> President O'Leary made opening remarks and introduced the agenda, which includes multiple <br /> appointments. <br /> RESOLUTION 2019-07 - A RESOLUTION to take effect immediately provided it receives the <br /> affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be <br /> in force after the earliest period allowed by law, appointing as the ex- <br /> officio, non-voting councilmember to the Lakewood Animal Safety and Welfare Advisory Board, <br /> for a two year term beginning January 1, 2020 and ending December 31, 2021. <br /> President O'Leary moved to defer Resolution 2019-07, stating that the new Council may want to <br /> appoint a new member to this role. Motion was seconded by Mr. Rader. <br /> All members voted in favor. Motion passed. Resolution 2019-07 deferred. <br /> Motion by President O'Leary and seconded to approve the minutes of the October 28h <br /> Committee of the Whole. All members voted in favor. Motion passed. <br /> RESOLUTION 2019-03 -A RESOLUTION to take effect immediately provided it receives the <br /> affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and <br /> be in force after the earliest period allowed by law, appointing first <br /> appointee) & (second appointee) to the Audit <br /> Committee to a two year term beginning January 1, 2020 and ending December 31, 2021. <br /> At the request of President O'Leary, Clerk Bach confirmed that the current appointees to the <br /> Audit Committee are not seeking re-appointment. <br /> Councilmembers Litten & Bullock spoke about the qualifications of Will Costello and his record <br /> of service in the community, serving as fiscal officer for Lakewood Public Library and as a <br /> volunteer with Lakewood Alive. <br /> Motion by President O'Leary, seconded by Vice President Anderson to insert the name Will <br /> Costello into the first blank of Resolution 2019-03. <br /> 1 <br />
