Former Councilmember Marx thanked the Mayor and outgoing members for their service and some of the lessons that she has taken away from working with each. She praised Director Jenn for her great work and administration of the budget. On the motion: All members voted in favor. Motion passed. 32. Communication from President O'Leary regarding quarterly re-codification. (pg. 93) Motion by President O'Leary, seconded by Vice President Anderson to receive & file the communication. All members voted in favor. Motion passed. 33. ORDINANCE 48-19 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, to approve the editing and inclusion of certain ordinances as parts of the various component codes of the Codified Ordinances and to provide for the publication of such new matter. (pg. 94) Motion by President O'Leary, seconded by Vice President Anderson to defer Ordinance 48- 19. All members voted in favor. Motion passed. Ordinance 48-19 deferred. 34. Communication from Mayor Summers regarding appointments to the Tree Advisory & Education Board. Discussion: Councilmember Bullock discussed a recent conflict regarding trees being removed in anticipation of development and suggested that Council and/or the new Tree Board begin considering policies to protect trees on private properties.
