MINUTES OF COMMITTEE OF THE WHOLE <br /> AUDITORIUM <br /> February 24, 2020 <br /> Present: Councilmembers Bullock, Litten, Kepple, Neff, O'Malley, Rader, Shachner <br /> Also Present: Planning Director Sylvester, City Planners Katelyn Milius & Dave Baas, members <br /> of the public <br /> Call to Order: 6:11 p.m. <br /> Approval of the minutes of the February 10, 2020 Committee of the Whole. <br /> A motion was made and seconded to approve the minutes of the February 10h Committee of the <br /> Whole. All members voted in favor. Motion passed. <br /> Communication from the Planning Department regarding Phase II of the Resiliency <br /> planning and implementation effort <br /> Director Sylvester explained that the Department is seeking to continue its recent conversation <br /> with the committee on this topic and is not seeking any particular action this evening. He briefly <br /> recapped the work done thus far and the previous conversations with Council. In 2019, the City <br /> was involved in three interrelated and overlapping conversations related to resiliency —the <br /> update of the Community Vision, the Live Well Lakewood recommendations, and Council's <br /> sustainability priorities. The path forward will involve using these three initiatives as a <br /> foundation on which to grow. <br /> City Planner Milius discussed in greater detail the work that has already been accomplished in <br /> Resiliency Phase 1 in 2018-2019 including: <br /> • Planning Commission and Council approval of an updated Community Vision <br /> • Community Vision Action Guide <br /> • Resiliency Task Force of 13 members meeting for two years <br /> • Development of Live Well Lakewood recommendations <br /> • Council sustainability priorities articulated <br /> Ms. Milius articulated that the Department seeks to bring all this work into one system, as a <br /> foundation from which to launch Phases 2 and 3. She then went on to discuss Phase 2, which has <br /> two parts. Phase 2A will focus on community health and follow up on the recommendations of <br /> the Live Well Lakewood recommendations. This will involve hiring a community health fellow <br /> who will conduct a community health needs assessment specific to Lakewood. Members of Live <br /> Well Lakewood would serve as advisors to the fellow. <br /> Phase 2B will focus on sustainability and moving forward with small scale pilot projects. The <br /> updated Community Vision and Sustainability Priorities will be used to shape these projects. <br /> 1 <br />
