City Planner Baas discussed Resiliency Phase 3, which will launch in 2021. Phase 3 will use the <br /> vision and outcomes to determine the best strategy moving forward. A new resident Task Force <br /> will be empaneled at this time to help advise on specific actions. At this point, the City will <br /> determine if it will continue the initiative or transition it to another organization. <br /> Councilmember Shachner asked clarifying questions and asked for examples of the small <br /> sustainability pilot projects in Phase 2B. <br /> Director Sylvester responded that these are yet to be determined and that the Department is <br /> looking for guidance from and partnership with Council. Also, they will look to the action guide <br /> created by the Resiliency Task Force. <br /> In response to a Councilmember's question, Ms. Milius explained that the City will seek to hire a <br /> community health fellow, someone working toward their PhD in public health. <br /> Councilmember Rader suggested specific projects for Phase 2B such as an energy audit and a <br /> transportation study. <br /> Director Sylvester replied that the Department is open-minded to these suggestions and offered <br /> ways to make them more specific. <br /> The Committee discussed the proposed Community Health Needs Assessment with the Planning <br /> Department. Specifically, they discussed how the proposed assessment will differ from health <br /> surveys already completed such as the Cleveland Clinic CHNA and the Nobu Health assessment. <br /> In response to a question about how the new intergenerational community center will relate to <br /> this, Ms. Milius stated that the goal is for the new community center to embody resiliency. <br /> Toward this end, Director Gelsomino has been pulled into this discussion. <br /> Councilmember Bullock offered suggestions and ideas for the success of this initiative. He <br /> requested that the Phase 3 citizen task force help lead the way to get the City to have zero <br /> emissions by 2025 by doing outreach. <br /> RESOLUTION 2020-07 -A RESOLUTION approving of a public grounds <br /> encroachment permit pursuant to Section 901.18 of the Codified Ordinances in <br /> favor of Lakewood Public Library,in furtherance of the proposed site plan for the <br /> permittee's Madison Branch Library. <br /> Ms. Milius introduced the encroachment permit request for the Madison Branch of Lakewood <br /> Public Library to encroach upon a portion of Madison Park that directly abuts the Library. The <br /> permit will allow the Library to move forward with its exciting plans to expand and renovate the <br /> Madison Branch, which includes the creation of a wrap-around driveway. The plans were <br /> unanimously approved by Planning Commission and Architecture Board of Review with no <br /> conditions. The benefits of the plans were discussed including integrating the park and library for <br /> 2 <br />
