She noted that a similar process was <br /> undertaken when the City granted an encroachment for the Emergency Department overhang on <br /> Belle Ave. <br /> James Crawford, Director of LPL, Michael Artbauer President of the LPL Board, Judy <br /> Grzybowski, the LPL Madison Branch Manager discussed the planned renovation and described <br /> the intended changes including: <br /> • Open floor plan <br /> • ADA bathroom fixtures <br /> • Replacing windows and bricks <br /> • Adding landscaping <br /> They described the benefits of creating a loop driveway. <br /> President O'Malley stated that he is very comfortable with the proposed design and noted that <br /> the encroachment request is minor. He spoke out about the condition of the neighboring <br /> property, expressing concern that the property owners are unresponsive to correction notices and <br /> the property's condition will clash with that of the newly improved library. <br /> In response to a councilmember's question, Ms. Milius clarified that the Planning Commission <br /> put no conditions on its approval of the encroachment. <br /> It was clarified that the new driveway will cause the loss of one parking space on Madison Ave. <br /> Councilmember Bullock thanked the Library for its investment and asked if the proposed <br /> landscaping has been reviewed by the City's forestry team. <br /> Director Sylvester will follow up to confirm that City Forestry has provided input into the design <br /> and selection of trees and foliage. <br /> Director Crawford discussed the Library's plans to continue services during the renovation and <br /> requested permission from the City to set up temporary mobile classrooms in the Madison Park <br /> parking lot and to connect to water and sewer. Three trailers will be joined together to look like <br /> one structure. Inside there will be separate rooms. <br /> Councilmembers discussed the impact on parking but concluded that the disruption will be <br /> temporary and unavoidable. <br /> Director Sylvester stated that the City will have internal meetings to coordinate all aspects and <br /> try to reduce the impact on parking. <br /> Motion by President O'Malley, seconded by Vice President Litten to recommend adoption of <br /> Resolution 2020-07. All members voted in favor. Motion passed. <br /> Committee of the Whole adjourned at 7:20 p.m. <br /> 3 <br />
