MINUTES <br /> OF THE <br /> EMERGENCY MEETING <br /> OF <br /> LAKEWOOD CITY COUNCIL <br /> HELD REMOTELY <br /> DUE TO COVID-19 <br /> May 7, 2020 <br /> 6:00 P.M. <br /> Emergency Meeting of the Lakewood City Council called to order at 6:05 PM by President <br /> O'Malley. <br /> Present: Thomas R. Bullock III, Sarah Kepple, John Litten, Tess Neff, Daniel J. O'Malley, <br /> Tristan Rader, Jason Shachner <br /> Also Present: Mayor George, Finance Director Rancatore, Development Officer Dan Wyman, <br /> Clerk Bach, Deputy Clerk Lascu, City Planner Katelyn Milius, Law Director Corrigan, Fire <br /> Chief Dunphy, Public Works Director Ducu, and members of the public <br /> 1. RESOLUTION 2020-30 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing and directing the Mayor to submit the Fiscal Year (FY) 2020 One-Year <br /> Action Plan of the FY 2020-2024 Five Year Consolidated Plan which includes dollar <br /> allocations and activities to be funded with federal Community Development Block <br /> Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships <br /> Program (HOME) resources, and any other entitlement funds from the U.S. Department <br /> of Housing and Urban Development (HUD), and all amendments thereto and all <br /> understandings and assurances contained therein, and incorporates the City's application <br /> to HUD for FY 2020 CDBG, ESG, and HOME funds and superseding Resolution No. <br /> 2019-13, adopted December 16, 2019. (Deferred 5/4/20) <br /> President O'Malley kicked off the conversation, remarking on the two projects in the original <br /> HUD plan that were removed—Madison Park lighting and Clifton Prado Park redesign. Both <br /> projects were in Ward 4 and represented much hard work and anticipation. He noted that since <br /> this was first brought before Council on May 4h, he has had productive conversations with <br /> Planning and Public Works regarding the future of the projects. He expressed optimism that <br /> delaying redesign of Clifton Prado Park will ultimately allow for a more imaginative and <br /> enhanced final product. Planning Department made assurances that the extra time would be well <br /> spent engaging residents for feedback this fall and that the project could be completed by Spring <br /> 1 <br />
