MINUTES OF THE COMMITTEE OF THE WHOLE <br /> April 29, 2020 <br /> REMOTE MEETING DUE TO COVID-19 <br /> Present: Councilmembers Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Also Present: Mayor George, Law Director Corrigan, Assistant Law Director Swallow, Acting <br /> Planning Director Milius, Fire Chief Dunphy, Tracey Nichols, Robyn Minter Smyers, Clerk <br /> Bach, Deputy Clerk Lascu <br /> Call to Order: 6:36 p.m. <br /> Approval of the minutes of the April 13, 2020 Committee of the Whole. <br /> Motion by President O'Malley and seconded to approve the minutes of the April 13, 2020 <br /> Committee of the Whole. <br /> A roll call vote was taken as follows: <br /> Yea: Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays: none <br /> Motion passed. Minutes approved. <br /> Communication from Mayor George regarding One Lakewood Place. <br /> Mayor George remarked that her administration has worked diligently and had turned the site <br /> over to Carnegie on February 71h. On April 3rd and April 101h Carnegie terminated the <br /> Development and Use Agreement(DUA) in writing. Mayor George expressed that she is <br /> interested in trying to achieve an amicable parting of ways between the City and Carnegie. <br /> President O'Malley expressed disappointment in this outcome, noting that many put in long <br /> hours and hard work to realize One Lakewood Place. He remarked that the development <br /> presented a promising opportunity for the City and the City believed that it had found the right <br /> partner. He stated that the City has gone above and beyond every obligation in the DUA, <br /> including spending millions to demolish the hospital and abate the environmental concerns and <br /> that residents need to be aware of this. He expressed a commitment to pursuing another <br /> developer that will give residents the development they deserve. <br /> Councilmember Shachner stated that after reviewing all of the communications between the City <br /> and Carnegie, he is certain that the City worked in earnest to try and make this development <br /> happen. He expressed an expectation that Council can come together and develop a plan to <br /> communicate to the public about this issue so that residents understand how we will move <br /> forward. <br /> 1 <br />
