The policy should state concisely and unequivocally that racial profiling is <br /> unconstitutional. <br /> Other Policy Elements <br /> Other policy elements to consider: <br /> • Prohibit police from detaining or stopping someone longer than is necessary to <br /> facilitate official business or issue a ticket or other citation; <br /> • Require regular scenario-specific training on racial profiling, ethics, use of force, <br /> and biased policing with additional resources provided to officers that specify how <br /> to conduct official law enforcement business in a non-biased manner. <br /> • Establish an internal reporting system for police officers who witness racial <br /> profiling in the field and require these incidents to be reported and investigated. <br /> This system should also protect the reporting officer from retaliation for making the <br /> report. <br /> • Require that all stops are recorded on police forms with all pertinent details <br /> including a statement of clear rationale for all stoppages or detainments. <br /> • Establish a community policing review board - this was already stated in the letter <br /> to council, and is something I agree with strongly. My only suggestion is to ensure <br /> an equitable representation of races and ethnicities on the community board. <br />
