One thing they <br /> were able to do was to create a policy so that anyone who contracted COVID would not have to <br /> use up sick time. <br /> Several councilmembers delivered high compliments for the work of Lakewood Alive. <br /> Director Leininger explained that Lakewood Alive receives funds from the City's CDBG <br /> account as well as the economic development line item within the Planning & Development <br /> budget. It is the latter line item which supports the City's contract with Lakewood Alive. <br /> Currently this line item is blank but is anticipated to be $1 million. $155,000 comes from this <br /> line item to fund Lakewood Alive. <br /> The CDBG line item provides $42,000 for the paint rebate program and nearly $67,000 for the <br /> housing outreach program. In 2020, going into 2021, the City also created a separate contract of <br /> $40,000 with Lakewood Alive to provide administrative services to the small business assistance <br /> program (COVID-related). <br /> In November 2019 the City increased its commitment to Lakewood Alive by $50,000 which <br /> allowed the non-profit to expand programs and to relocate to more suitable office space. <br /> Lakewood Alive is not requesting an increase in City support for 2021. <br /> Councilmember Bullock recommended that the City work to put Lakewood Alive on a more <br /> sustainable footing over the long term. He advocated continued robust investment in Lakewood <br /> Alive. <br /> CDBG/ESG Allocations Discussion <br /> Chairman Bullock made introductory remarks. He acknowledged the breadth and depth of skill <br /> and knowledge held by Dan Wyman and the Planning Department in their ability to secure and <br /> be good stewards of CDBG funds. He acknowledged the role of the Citizens Advisory <br /> Committee (CAC) and its leaders, Nora Katzenberger& Ben Kipp, for their role in providing <br /> community input. <br /> The CAC Co-Chairs discussed the 2020 process. They spoke about the compelling presentations <br /> the CAC heard from many worthy community organizations and the robust discussions that <br /> ensued. <br /> Development Officer Dan Wyman shared the CAC recommendations for FY21 and briefly <br /> discussed each. He provided an overview of the purpose of the CDBG/ESG funds and its <br /> restrictions,the process by which the CAC makes recommendations and Council's role in <br /> authorizing them. <br /> The 2020 CAC also considered and made recommendations regarding the allocations of COVID <br /> relief funds. These recommendations were shared. He highlighted Lakewood Community <br /> Services Center as a major recipient of funds for its work providing rent assistance and food for <br /> residents in need. He also highlighted that the Cove Church project will receive nearly $350,000 <br /> 3 <br />
