He provided a summary of the number of businesses and <br /> individuals who have benefitted from COVID relief. <br /> Resolution 9042-18B—A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> amending Resolution 9042-18A, adopted April 23, 2020, to add a second round of <br /> CARES Act allocations and activities to be funded with CDBG, ESG and HOME... <br /> Dan Wyman & Chairman Bullock walked through Resolution 9042-18B clarifying that in order <br /> to accept the emergency COVID CDBG and ESG funds that the Department of Housing & <br /> Urban Development(HUD)required the City to use the previously approved 2019 HUD Annual <br /> Action Plan as a vehicle. The resolution proposes to amend the resolution for a second time to <br /> include the new Exhibit B2 in order to receive the funds. Exhibit B2 details the $777,831 the <br /> City will receive for FY 2020. The funds will be appropriated but do not need to be spent for five <br /> years. It is feasible that these funds may be used next spring or summer to help the community <br /> manage the continued fall out from COVID. <br /> Dan Wyman stated that the operations behind the small business and rent relief programs are <br /> running smoothly and if the City receives additional COVID funds, which it expects to, there <br /> should not be any delay in getting them out via these programs. <br /> Chairman Bullock directed the discussion back to the recommendations for the 2021 funds. <br /> Discussion: In response to questions, Dan Wyman explained in detail the use of the funds for <br /> homelessness prevention funds and the emergency shelter. These services are provided through <br /> the Lakewood Community Services Center. <br /> In response to questions, Dan Wyman addressed the $216,745 recommended for uses to be <br /> determined. Mr. Wyman reiterated that the intent is to be flexible here but that given the strict <br /> parameters on the funds and the logistical barriers to implementing fresh programming, it is <br /> highly likely that these funds would end up going toward rental and business assistance. <br /> Furthermore, these programs are showing high impact in the community. Currently, the rental <br /> assistance program does not include home-based businesses. <br /> It was determined that Council had not received the legislation recommending the FY21 <br /> CDBG/ESG allocations but will in December. <br /> Planning & Development Department <br /> Director Leininger delivered a presentation on the Planning & Development budget which is <br /> attached here and summarized below: <br /> 4 <br />
