Director Ducu explained the changes in refuse and recycling markets that took place in 2020 and <br /> noted that Public Works staff is working on a mailer/magnet with the Cuyahoga County Solid <br /> Waster District to further educate residents. <br /> Director Ducu gave an overview of the city's Sidewalk Program in 2020 and outlook moving <br /> into 2021. The program is in its ninth year and will need to work around Dominion East Ohio <br /> who is doing gas line repairs throughout the city. It has seen slight increases over the 8 years of <br /> the program. Councilmember Litten inquired why so much less work was done this past year due <br /> to the pandemic. Director Ducu stated the department focused on city related work and sections <br /> of sidewalk where residents had already opted into the program, noting that its difficult for the <br /> city to send citation letters off to people when they are laid off at home due to the pandemic. The <br /> program is scheduled to catch up on and regain pace in 2021, however there is uncertainty as to <br /> whether things will go fully back to normal in 2021. <br /> Director Ducu explained improvements to Winterhurst ice skating arena and Lakewood Park's <br /> parking lot redesign and sealcoat. <br /> City Engineer Papke spoke about the Wagar Park construction. The project was budgeted for <br /> $950,000 and bids came in at$873,000. The final total for the project ended up being over a <br /> million dollars due to CEI utility poles being moved and implanting full ADA compliance. He <br /> also detailed the Kaufmann Park redesign, which entailed replacing playground equipment, the <br /> addition of a water feature, and the abatement of a water line dead end. The project will go out to <br /> bid first quarter of 2021. Chairman Bullock asked him to explain the water dead end and the <br /> deadline for park improvements. Mr. Papke stated that the drinking water at the park dead ends <br /> into the restroom facility and will be looped back to the water main on Lakeland. The dead end <br /> only affects the park facility. Kaufmann Park improvements are expected to be completed in the <br /> fall of 2021. <br /> Engineer Papke reviewed the water main replacements that took place in 2020 on Idlewood, <br /> Lakeland, and Morrison. In 2021, water main replacements are scheduled on Elbur, Lakewood <br /> Heights, Lauderdale, Leedale. Maintenance will also be completed on sewer lining of laterals <br /> that go to homes and their respective cleanouts. <br /> Engineer Papke recapped the resurfacing and striping of pavement that took place in 2020. He <br /> also noted that the Lake Avenue bike lanes have been comleted, while the Detroit-Sloane <br /> pedestrian improvements will go to bid in January 2021. Hilliard Roard resurfacing will take <br /> place in 2022. <br /> Engineer Papke highlighted the infrastructure asset management program that was created this <br /> past year and spoke to the equipment purchased to ensure its effectiveness. He also spoke about <br /> the IWWIP facility that is under construction. The project is a year ahead of schedule that the <br /> EPA set forth for its completion. <br /> The timeline for plans for a new refuse site were reviewed, and the Public Works department is <br /> looking to locate some of its functions to it, including an animal shelter and storage tanks. The <br /> plans entail constructing a new recycling building in 2022, razing the existing building in 2023, <br />
