The Health & Human Services Committee met last Monday with all members of the <br /> committee present, along with Councilmember Bullock, members of the administration, <br /> and Cuyahoga County Health Commissioner Terry Allan. Mr. Commissioner Allan <br /> focused on the number of COVID cases, noting there have been 15,000 and 600 deaths. <br /> In the same jurisdiction last year, there were S0 flu-related deaths last year. The current <br /> surge is surpassing July's surge numbers and it continues to climb. Deaths and <br /> hospitalization figures usually lag 2-3 weeks. Lakewood has experienced high case <br /> counts to date, and our county positivity rate has climbed to 10%. In regard to interstate <br /> travel, any positivity rate that is IS% or higher requires one to quarantine. Many chains <br /> of transmission have come from unsuspecting sources. Mr. Allan urged people to wear <br /> masks and work remote ifpossible. The county has set up a call center to make reports on <br /> mask enforcement. Mr. Allan will be following up with a resident who raised the mask <br /> enforcement issue. Mayor George is working with regional partners on a COVID <br /> response. City employees are working remotely when possible. City Hall is open by <br /> appointment. <br /> The discussion provided a good Segway to Resolution 2020-69, which renews a $284,114 <br /> contract with the Cuyahoga County Board ofHealth (CCBH), with no cost increase from <br /> last year. The committee supports moving forward with the resolution and continuing to <br /> work with CCBH. Restoring the Lakewood Health Department would require the city to <br /> forfeit revenue streams. We also approved minutes from the committee's previous <br /> meeting and moved for adoption of Resolution 2020-69. <br /> Vice President Litten made a motion, seconded by President O'Malley to receive and file the <br /> oral report. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. The oral report was received and filed. <br /> 2. RESOLUTION 2020-69 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least five members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing the Mayor to <br /> enter into an agreement with the District Advisory Council of Cuyahoga County, Ohio <br /> General Health District for the provision of public health services within the City of <br /> Lakewood in an amount not to exceed $284,114.00 for a one-year period commencing <br /> January 1, 2021.
