Discussion: Councilmember Bullock complimented Chairman Litten and requested repeated updates from Commissioner Allan. He noted that it is ideal Lakewood can participate in county services during a pandemic and expressed his support for the motion. On the motion: A roll call vote was taken as follows: Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner Nays —None Motion passed. Resolution 2020-69 was adopted. 3. Committee report from Finance Committee regarding meeting held November 16, 2020 (to be provided) Councilmember Bullock read the following oral report into the record: The Finance Committee met on November 16'x'prior to the regular meeting of Council. We began budget hearings for 2021. A lot of preparation work was done by Director Rancatore and Mayor George, who provided an overview of macro budget numbers, which gave a year-by-year perspective. Councilmembers will be afforded the opportunities to ask programmatic questions. I look forward to the remainder of the budget schedule. Councilmember Bullock made a motion, seconded by Vice President Litten to receive and file the oral report. SUBSTITUTE ORDINANCE 20-2020 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, to establish appropriations for current expenses and other expenditures of the City of Lakewood, State of Ohio, for the fiscal year ending December 31, 2020.
