7. Committee report from Public Safety Committee regarding meeting held November 16, <br /> 2020 (to be provided). <br /> Councilmember Neff read the following report into the record: <br /> At the Public Safety Committee meeting on November 16'h, all committee members were <br /> present along with I participating member of the public and much of the administration. <br /> The first item discussed was the Edwards Ave. parking study, which is still in draft <br /> format. Thank you to David Baas and Director Leininger for your work. The 2020 study <br /> built on the baseline study from 2018, which was conducted after the Lakewood Truck <br /> Park got approval to build and was broad in nature. The 2020 study focuses on higher <br /> demand blocks in the area. It was found there is a consistent residential demand for on- <br /> street parking occurring at the rate of 76%, which is twice that of commercial parcels. <br /> The study focused on the hours between 6pm and 8pm, where there are overlaps in <br /> demand between residential and commercial on street parking. The study also estimated <br /> resident dependence on on-street parking. Residents will have a chance to review the <br /> study once it is published. <br /> The 3 conclusions taken from the study are: 1) there is higher demand for on-street <br /> residential spaces coupled with lower demand for off-street commercial space 2)patrons <br /> and residents compete between 6pm and 8pm for spaces 3) 50% or more of resident rely <br /> on on-street parking, of which there is not nearly enough due to nearby apartments and <br /> multi family homes. There is no I unit for I parking space match requirement. The city <br /> will aim to encourage use of off-street parking by improving signage and remedying <br /> existing nonconformities. I am confident in the study and commend the administration for <br /> its efforts. We will come up with solutions. <br /> Resolution 2020-45 dealt with mask compliance in indoor locations of condominiums and <br /> apartment complexes. Steve Eisenberg joined and expressed concern over the lack of <br /> compliance in his building. Acting Chief Stone will speak with him off the record and will <br /> work to establish better compliance, while recommending he call the County Department <br /> of Health. <br /> Councilmember Neff made a motion, seconded by to file the oral report. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. The oral report was received and filed. <br />
