MINUTES OF THE PUBLIC SAFETY COMMITTEE <br /> November 16, 2020 <br /> Meeting held virtually <br /> Present: Councilmembers Neff, Bullock, & Litten (5:40) <br /> Also Present: Planning Director Leininger, Fire Chief Dunphy, Law Director Corrigan, Public <br /> Works Director Ducu, City Planner David Baas, Fire Chief Stone, Deputy Clerk Lascu, Clerk <br /> Bach taking minutes <br /> Call to Order: 5:32 p.m. <br /> Approval of the minutes of the October 5, 2020 Public Safety Committee. <br /> A motion was made and seconded to Approve of the minutes of the October 5, 2020 Public <br /> Safety Committee. A roll call vote was conducted as follows: <br /> Yeas: Neff, Bullock <br /> Nays: none <br /> Absent: Litten <br /> Motion adopted. Minutes approved. <br /> Update from Planning Department regarding the parking study at Edwards Ave. and the <br /> Lakewood Truck Park. <br /> Director Leininger introduced City Planner David Baas to present the Edwards Ave. Area <br /> Parking study (attached). The final report will be issued by next week after finishing touches are <br /> applied. <br /> A baseline study was performed in 2018 before the Lakewood Truck Park was established. The <br /> study was requested by neighborhood residents who were concerned about the potential impact <br /> of the Truck Park on parking. Mr. Baas discussed the findings from 2018, the methodology of <br /> the 2020 study, the findings of the 2020 study, conclusions, and recommendations. <br /> Comparing the 2020 study to the 2018 found that demand in 2020 is similarly high to demand in <br /> 2018. Residential peak demand and commercial peak demand overlap during the period of 6-8 <br /> p.m., causing issues. The largest proportion of increased use between 2018 and 2020 was on <br /> Detroit in the on-street parking spaces. The study was unable to determine any singular source of <br /> the increase. <br /> In 2020 the study used demographics and observation to estimate the number of cars which <br /> depend on on-street parking. The Code requires housing units to have one parking space per unit. <br /> Many homes in the study do not conform to this. Mr. Baas stated that this is not a unique <br /> situation in the City and that many neighborhoods experience similar issues. <br />
