Mr. Baas recommended that the City and businesses encourage more efficient use of available <br /> commercial parking and encourage and incentivize shared parking agreements. Other <br /> suggestions included: <br /> • Waybnding signs <br /> • Encourage management to ensure maximum capacity of existing lots and appropriately <br /> manage parking lots. <br /> • Encourage residents to remedy non-conformities such as adding garages and driveways <br /> The Committee and the administration applauded Mr. Baas's thorough and professional study. <br /> Councilmember Neff concluded that there was not a single fix-all to the parking problems and <br /> that hopefully residents will understand this. <br /> Mr. Baas acknowledged that residents have proposed a resident-only parking sticker program as <br /> a solution. He concluded that such a program would be unhelpful as he is sure that most of the <br /> competition is between residents. <br /> Enforcement of local face covering legislation (Reso. 2020-45) in indoor common areas <br /> of apartments/condos. <br /> Mr. Steve Eisenberg of 12900 Edgewater(The Carlyle)was present to report on issues he is <br /> experiencing at the Carlyle with other residents not wearing masks in common areas such as the <br /> elevator and lobby. He offered suggestions for enforcement and for encouraging good practices. <br /> Acting Chief Stone replied that LPD has responded to similar complaints by speaking with <br /> building management. If LPD must respond more than once, the Law Department is notified and <br /> will assess the situation as a potential nuisance. <br /> Councilmember Bullock clarified that it is the responsibility of building management to enforce <br /> masks and that the City can issues if those efforts fall short. He suggested that LPD meet with <br /> the management at the Carlyle to make sure that everyone understands their responsibilities. <br /> Chief Stone will reach out to Steve Eisenberg to discuss the matter in greater detail. <br /> Director Corrigan stated that the police have limited ability to enforce this beyond the front desk, <br /> as they need to witness the mask violation. If multiple citations are issued then a nuisance can be <br /> declared. <br /> Chief Dunphy recommended also notifying the County Board of Health to intervene. Chief <br /> Dunphy remarked that it's likely that the Carlyle understands its responsibility but are having a <br /> tough time managing the situation. <br />
