RESOLUTION 2020-71 - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect at the earliest period allowed by law, authorizing the Mayor to negotiate a non-binding term sheet with CASTO / NORTH POINTE REALTY, INC. (hereinafter referred to as "CASTO"), as the basis for a development agreement for the city-owned former Lakewood Hospital site. (Referred to COW]]/]6120) (pg. 002) President O'Malley made a motion, seconded by Vice President Litten to adopt Resolution 2020-71. A roll call vote was taken as follows: Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner Nays —None Motion passed. Resolution 2020-71 was adopted. 3. Finance Committee report regarding meetings held December 14'h & December 21"(to be provided) Councilmember Bullock read the following oral report into the record: The committee met tonight and December 14'h and had though ful and robust discussions on the annual budget, the proposal of which will comprise a large part of tonight's meeting. We heard from directors and Judge Carroll about what they're proposing and what they accomplished last year. We were able to conclude discussions tonight. The budget is balanced and reflects many of the Council budget priorities, with some discussion remaining on those points. The finance team and the mayor did a great job. Thanks for the extra work done by both teams to budget for COVID. Councilmember Bullock made a motion, seconded by President O'Malley to receive and file the oral report.
