President O'Malley questioned whether item 422& 423 were reported out favorably from the <br /> Finance Committee. Councilmember Bullock indicated that they were reported out favorably, <br /> along with other substituted legislation. <br /> President O'Malley made a motion, seconded by Vice President Litten to suspend the rules to <br /> allow for items 44 though 422 to be read collectively so that they may be adopted collectively <br /> as substituted. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. Items 44 through 422 were read collectively. <br /> 4. ORDINANCE 22-2020 - AN ORDINANCE to take effect on January 1, 2021, provided <br /> it receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise take effect and be in force after the earliest period allowed by law,to provide for <br /> creating positions and rates of pay for full-time and certain part-time annual salaried <br /> employees and hourly rate employees not covered by a collective bargaining agreement in <br /> the several departments, divisions and offices of the City of Lakewood, including the Chief <br /> of Fire, Chief of Police and Civil Service Commissioners. ORDINANCE 23-2020 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least five members of Council, or otherwise to take effect <br /> and be in force after the earliest period allowed by law amending Section 149.08(a)(1), <br /> Vacations, of the Lakewood Codified Ordinances in order to grant part-time employees <br /> credit for purposes of vacation accrual when the employee changes from a part-time to a <br /> full-time status. RESOLUTION 9042-18B - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force after the earliest period allowed by law, amending Resolution <br /> No. 9042-18A, adopted April 23, 2020, to add a second round of Coronavirus Aid, Relief, <br /> and Economic Security Act(CARES Act) funding in the amount of$777,831 to the City's <br /> 2019 HUD Annual Action Plan which includes dollar allocations and activities to be <br /> funded with federal Community Development Block Grant(CDBG),Emergency Solutions <br /> Grant (ESG), and HOME Investment Partnerships Program (HOME) resources and <br /> incorporates the City's application to the U.S. Department of Housing and Urban <br /> Development (HUD) for FY2019 CDBG, ESG, and HOME funds and all amendments <br /> thereto and all understandings and assurances contained therein.
