The property is in a C3 - Commercial, <br />General Business district. (Page 4) <br />Staff recommended the Commission to table the item pending review of the concurrent application, to <br />take the item off the docket (Docket No.08-21-19 and Docket No. 08-22-19). <br />A motion was made by Mr. McMahon, seconded by Ms. Rossiter to TABLE the item. All the members <br />voting yea, the motion passed. <br />CONDITIONAL USE <br />5. Docket No. 03-06-19 <br />16000 Detroit Avenue and 15801 Detroit Avenue <br />Market Rate Apartments — Barry Buick <br />Jerome Solove, Jerome Solove, Development, Inc., applicant requests the review and approval of a <br />mixed -use development consisting of approximately 150 market rate, three-story apartments and <br />parking on approximately 2.4 acres, located on the north and south sides of Detroit Avenue between <br />Rosewood and Cranford Avenues, pursuant to section 1135 — mixed use overlay. The property is in a <br />C3 — Commercial, General Business district. (Page 7) <br />Staff summarized the proposal to date. Alex Solove, Jerome Solove Development, Inc., was present to <br />explain the updated request: parking, traffic circulation, develop a safe pedestrian crossing on Detroit <br />Avenue, etc. Andy Komer, Senior Traffic Engineer with TIVIS, explained aspects of the in-depth traffic <br />study, The Commission asked for clarification about the number of apartment units, cars, and the impact <br />of the commercial properties. The traffic study was not conducted when Barry Buick was in operation. <br />Staff provided additional background for the determination of the mixed -use overlay district expansion, <br />traffic) recommended the developer and City work together regarding storm water management. The <br />Commission discussed storm water management, landscaping, retail on the north side of Detroit Avenue, <br />retail parking, charging station, bike fixing station, RTA bus shelter. Public comment was taken. <br />Questions/concerns: <br />0 Traffic survey did not include Rosewood Avenue. <br />a Trash dumpster location and enclosure design. <br />0 Who will use the parking spots? <br />a Appreciated the changes. <br />• Traffic on Detroit Avenue and Orchard Grove is congested already. <br />• What are the total number of units in relationship to the number of parking spaces? <br />• Storm water run-off currently causes flooding of basements and street. <br />• Not enough street parking to accommodate the anticipated increase number of new residents in <br />the apartments. <br />• Snow removal; will it be removed from the property or be placed in the parking spots? <br />• Has the developer reached to other business for shared parking agreements in their lots? <br />• The face of Lakewood is changing too fast; need to protect the historic aspect. <br />• The City should conduct an independent traffic study for the entire length of Detroit Avenue. <br />• The property should be used for something more appropriate to the City. <br />• This is a high -quality proposal. <br />• Solutions are available currently to amend traffic flow and long waits at stop lights. <br />Concerns/questions addressed by the developer and <br />• The trash enclosure will be inside a building. <br />• The parking spots will be regulated by gated for an estimated total of 160 units. <br />
