• The developer is required to meet all engineering standards for the parking lot, entire project, and <br />storm water management. <br />• The landscaping and buffer zones would be used for the snow removal. <br />• Off-street parking along Detroit Avenue would be encourage for the retail/commercial businesses. <br />The City would work with the developer. <br />• The developer would contact other businesses for shared parking in the future, if needed. <br />• On -site charging stations have been considered and would ask staff for guidance. <br />• Bike fixing station(s) would be incorporated in the landscaping plan. <br />• The developer would contact RTA and the City about a bus shelter and bus stop location. <br />Further discussion among the commission, staff and developer continued about the traffic study and the <br />impact of the proposed development on the immediate area and the city in terms of traffic, parking, storm <br />water management, etc. <br />A motion was made by Mr. Kelly, seconded by Mr. Baker to APPROVE the request with the following <br />condition(s): <br />• The minimum amount of commercial space available for the project is 1,500 square feet. <br />• The fitness center will be available to non-residents of this project <br />• An innovative landscaping plan as approved by ABR, considered to be over and above the <br />landscaping typically required by ABR. <br />• Work with the City to exceed the amount of Water Quality Volume treated and stored on site above <br />the minimum as determined by Chapter 1339. The amount above the minimum will be economically <br />feasible as determined by a reasonable person. <br />A motion was made by Mr. Kelly, seconded by Mr. McMahon amending the conditions of approval to <br />include: <br />• There is a maintenance plan in place for long term management of landscaping on site. <br />• The project will include facilities for to support cyclist, including but not limited to fix -it -stations and <br />bike racks. <br />• The City is to contact RTA for a meeting to discuss a bus shelter at the site. Mr. McMahon <br />seconded the amended motion. <br />All the members voting yea, the motion passed. <br />NEW BUSINESS <br />Items 9 and 10 were called together. <br />CONDITIONAL USE <br />9.
