Alex Solove, Jerome Solove Development Inc., applicant was present to <br />explain the requests for Docket No. 08-21-19 and Docket No. 08-22-19. As pertaining to the lot <br />consolidation, PPN 315-01-069 would not be included and would remain a separate, residential parcel and <br />would be used for an additional 14 or 15 parking spaces. The commission suggested the developer work <br />with the City regarding stormwater. Public comment was closed as no one addressed the issue. <br />A motion was made by Mr. McMahon, seconded by Ms. Rossiter to APPROVE the request for Lot <br />Consolidation. All the members voting yea, the motion passed. <br />A motion was made by Mr. McMahon, seconded by Ms. Rossiter to APPROVE the request for a Conditional <br />Use with the following condition(s): <br />• Work with the City to exceed the amount of Water Quality Volume treated and stored on site above <br />the minimum as determined by Chapter 1339. The amount above the minimum will be economically <br />feasible as determined by a reasonable person. <br />All the members voting yea, the motion passed. <br />7. Docket No. 08-19-19 <br />13619 Detroit Avenue <br />Toni's Pizza Shop <br />Toni Ghazzoul, Toni's Pizza Shop, applicant requests the review and approval for a business to be <br />open from 12:00 A.M. to 4:00 A.M. each day of the week, pursuant to section 1129.16 - supplemental <br />regulations for extended business hours of operation. The property is in a C3 - Commercial and <br />General Business district. (Page 11) <br />Staff introduced the request. Toni Ghazzoul, Toni's Pizza Shop, applicant was present to explain the <br />request. Staff provided an analysis. Public comment was closed as no one addressed the issue. There <br />were no comments or questions from staff or commission. <br />A motion was made by Mr. Baker, seconded by Ms. Rossiter to APPROVE the request with the following <br />condition(s): <br />• Extend business hours to be able to serve the public (delivery) until 3:30 A.M. <br />• Delivery drivers would park and enter at the front of the building <br />• Dining room/pick-up closes no later than midnight <br />• Schedule review in six (6) months after issuance of the Certificate of Occupancy permit. <br />Mr. Baker, Mr. McMahon, Ms. Rossiter voting yea, and Mr. Kelly voting nay, the motion passed. <br />8. Docket No. 08-20-19 <br />13430 Madison Avenue <br />Alliant Treatment Center <br />Ada and John Nworie, Alliant, applicants request to change the use of a property from a funeral home <br />services to a residential treatment facility for substance abusers, pursuant to section 1129.02 - principal <br />and conditional permitted uses. Property is in a C2, Commercial and Retail district. (Page 14) <br />Staff provided an overview of the proposal. Jessica Wallace, Director of Business Development, Julius <br />Thompson, Consulting Social Worker and Acting Director for Alliant, representatives, and Dr. John Nworie, <br />applicant, were present to explain the request. The commission asked for specifics about clients' activities. <br />Staff gave the City's analysis. The commission said that communication with the neighbors was required, <br />
