Motion passed. Resolution 2020-77 was adopted. 18. SUBSTITUTE ORDINANCE 48-2020 - AN ORDINANCE to take effect immediately provided it receives the vote of at least two thirds of the members of Council, or otherwise to take effect at the earliest period allowed by law, authorizing a development Agreement in connection with the development and redevelopment of certain real property in the City of Lakewood, Ohio as part of a tax increment financing program under Ohio Revised Code Section 5709.41. (Placed on 18' reading and referred to HPD 12121120;2"d reading 114121) (pg. 128) President O'Malley made a motion, seconded by Vice President Litten to adopt Ordinance 48- 2020 as substituted. Discussion:President O'Malley stated that these ordinances are the TIFs related to the Solove development. They have been heard in committee. President O'Malley reiterated his strong supportfor the project and expressed hope it would serve as a catalystfor similar development. On the motion: A roll call vote was taken as follows: Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner Nays —None Motion passed. Substitute Ordinance 48-2020 was adopted. 19.
