MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> January 25, 2021 <br /> Online Broadcast Meeting <br /> Present: Councilmembers Rader, Bullock, & Shachner <br /> Also Present: Councilmember Neff, Director Ducu, Engineer Papke <br /> Start time: 6:00 p.m. <br /> AGENDA <br /> Approval of the minutes of the January 19, 2021 Public Works & Sustainability Committee <br /> meeting. <br /> Chairman Rader made a motion without objection to approve the minutes from the committee's <br /> last meeting. <br /> RESOLUTION 2021-03 -A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, approving the use of <br /> submerged lands for property located at and abutting 1033 Summit Avenue, Lakewood, <br /> Ohio (a legal description of which is attached hereto as Exhibit "A"),in order to permit the <br /> owners the opportunity to undertake the lakeshore protection measures. (Referred to PWS <br /> 1/19/21) <br /> Engineer Papke stated that this resolution and the 2 following were all land leases needed for the <br /> Summit Outfall project, with 1 being east of Summit, 1 being west, and the other being on <br /> Summit Ave. itself. He noted the project was structured this way due to the adjacent property <br /> owners' preference to connect onto the land leases in the future to protect the land. They were <br /> offered to be a part of the project and would pay for the frontage of the revetment. The property <br /> on the east side has switched ownership twice since the start of the project. The property owner <br /> to the west of the project will do his in the next 5 years. The submerged land leases tie into the <br /> city's project, which is needed. <br /> Chairman Rader stated that the mayor, himself, and Representative Skindell are working on <br /> getting funds to help with the projects. He noted that they took a boat ride along the end of <br /> Summit and described being able to see houses seemingly teetering near the edge of Summit. He <br /> then shared a map of the intersection and reiterated the importance of hearing from the city <br /> regarding future problems in this area. <br /> Engineer Papke noted that the resolutions were for the city's revetment work. <br /> Councilmember Bullock inquired whether the approval of the resolutions would result in <br /> stopping erosion further. Mr. Papke indicated that revetment is needed along neighboring <br /> properties, not included in the resolutions, and that those owners would need to take care of <br />
