frontage in their yards. Councilmember Bullock reiterated the urgency behind solving the <br /> erosion problem. Mr. Papke stated that the city offered those onwers the opportunity to protect <br /> their land and added that it usually costs $1300 per square foot for revetment. He noted that the <br /> owners do not have the funds available currently. <br /> Chairman Rader inquired if whether the house was occupied and Mr. Papke responded that he <br /> believed so. Chairman Rader asked whether the city has a responsibility to intervene, in the event <br /> foundation walls begin appearing through the edge of the cliff. Mr. Papke stated that erosion <br /> takes place at an inch a year and that if the Building Department were to deem it unsafe, they <br /> would step in and demand something be done to abate the problem or vacate the structure. <br /> Councilmembers discussed a need for the administration to involve the Building Department. <br /> Mr. Papke highlighted how it was explained to the neighbors that they stood to gain a free <br /> mobilization of the site from the city, but ultimately they currently do not have the financial <br /> capacity to address the erosion issue. <br /> Chairman Rader made a motion, seconded by Councilmember Shachner to recommend adoption <br /> of Resolution 2021-03 to the full council. <br /> A roll call vote was taken as follows: <br /> Yeas —Rader, Bullock, Shachner <br /> Nays —None <br /> Motion passed. Resolution 2021-03 was recommended for adoption. <br /> RESOLUTION 2021-04 -A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, approving the use of <br /> submerged lands for property located at and abutting 15700 West Shore Court, Lakewood, <br /> Ohio (a legal description of which is attached hereto as "Exhibit A"),in order to permit the <br /> property owners the opportunity to undertake lakeshore protection measures. (Referred to <br /> PWS 1/19/21) <br /> Chairman Rader made a motion, seconded by Councilmember Shachner to recommend adoption <br /> of Resolution 2021-04 to the full council. <br /> A roll call vote was taken as follows: <br /> Yeas —Rader, Bullock, Shachner <br /> Nays —None <br /> Motion passed.
