MINUTES OF THE HOUSING, PLANNING& DEVELOPMENT COMMITTEE <br /> March 1, 2021 <br /> Meeting held virtually <br /> Present: Councilmembers Shachner, Rader& Kepple <br /> Also Present: Council President O'Malley, Councilmember Bullock, City Planner Michelle <br /> Nochta, Law Director Corrigan, Fire Chief Dunphy, Molly Martin of Northeast Ohio Coalition <br /> for the Homeless (NEOCH), Daniel McCarthy of NEOCH, Planning Director Leininger, <br /> Building Commissioner Meyers, Assistant Building Commissioner Parmelee, Clerk Bach <br /> Call to Order: 5:33 p.m. <br /> Approval of the minutes of the February 8, 2021 Housing, Planning & Development <br /> Committee meeting. <br /> A motion was made and seconded to approve the minutes of the February 8, 2021 Housing, <br /> Planning & Development Committee meeting. A roll call vote was conducted as follows: <br /> Yeas: Shachner, Rader, Kepple <br /> Nays: none <br /> Motion adopted. Minutes approved. <br /> ORDINANCE 12-2021 -AN ORDINANCE to take effect immediately provided it <br /> receives the vote of at least two thirds of the members of Council, or otherwise to take <br /> effect at the earliest period allowed by law, to expand rental rights within the City of <br /> Lakewood allowing renters who tender their full rent plus any additional late fees and <br /> court costs,prior to an eviction hearing to avoid eviction for late payment of rent and <br /> setting reasonable late fees that a landlord may charge a tenant. <br /> Chairman Shachner invited President O'Malley to introduce the ordinance. <br /> President O'Malley stated that this legislation will help to mitigate displacement of residents due <br /> to the pandemic. He stated that helping residents to find alternative housing is increasingly <br /> difficult. He described a situation in Ward 4 where a new property owner is flipping an <br /> apartment building of more than 30 tenants and will more than double the rent, displacing many <br /> of them. He remarked on the many reasons why stability in housing is best for individuals and <br /> the community. He added that landlords will be made whole because the ordinance requires <br /> tenants to pay back rent and fees owed. <br /> President O'Malley stated that he discussed the legislation with Trish Rooney of the Lakewood <br /> Community Services Center. LCSC will help tenants to negotiate these kinds of deals with <br /> landlords and that landlords are typically agreeable to canceling an eviction if all debts are <br /> 1 <br />
