ORDINANCE 10-2021 -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing and directing the Director of Planning and Development or the Mayor to <br /> enter into an agreement with a licensed real estate broker to market for sale the real <br /> property located at 1461 St. Charles Avenue, Lakewood, Ohio (PPN 314-04-031) and <br /> 1458 Belle Avenue, Lakewood, Ohio (PPN 314-04-045) for a period of 180 days, <br /> pursuant to Section 155.07 of the Codified Ordinances. <br /> Director Leininger explained that the Ordinance would authorize the City to sell two properties <br /> that were purchased in the 1980s — 1461 St. Charles and 1458 Belle Ave. The properties were <br /> transferred to the City upon closure of the former Lakewood Hospital. The two properties are <br /> among a group of nine, eight of which have homes. The City would like to begin selling these <br /> properties as tenants move out. The goal is to use HOME funds to improve the properties and to <br /> then require home ownership as a condition of the purchase. The City can also stipulate that the <br /> properties be sold to income-eligible individuals, creating new affordable housing in the City. <br /> Director Leininger also spoke about another property in the group which is vacant and in <br /> distress. The City will be looking to release an RFP for a developer to save the home. The City <br /> may also want to use HOME funds to have a new affordable housing opportunity built at the <br /> vacant lot. <br /> Director Leininger stated that all leases between the City and tenants at these properties are <br /> month to month. There is no pressure from the City to terminate the leases. <br /> It was stated that the homes would go to market for fair market value. They will sell as-is which <br /> may influence the price. <br /> Revenues from the sales will be deposited into the Lakewood Hospital account. <br /> Councilmember Kepple advocated for any new construction to be accessible. <br /> Councilmember Shachner acknowledged the one public comment that was submitted in <br /> opposition to this ordinance. The commenter was opposed because the ordinance did not mention <br /> anything about an appraisal. <br /> A roll call vote was taken as follows on the motion to recommend adoption of Ordinance 10- <br /> 2021: <br /> Yeas: Shachner, Kepple, Rader <br /> Nays: none <br /> Motion adopted.
