MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> March 8, 2021 <br /> Online Broadcast Meeting <br /> Present: Councilmembers Rader, Bullock, & Shachner <br /> Also Present: Director Ducu, Engineer Papke, Chief Dunphy, Clerk Bach, a couple members of <br /> the public, & Deputy Clerk Lascu taking minutes <br /> Start time: 6:01 p.m. <br /> AGENDA <br /> Approval of the minutes of the January 25, 2021 Public Works & Sustainability Committee <br /> meeting. <br /> Chairman Rader made a motion to approve the minutes without objection. <br /> RESOLUTION 2021-10 - A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least five members of Council, or otherwise to take effect and be <br /> in force after the earliest period allowed by law, authorizing and directing the Mayor to <br /> enter into a grant agreement with Cleveland Metroparks for the construction and <br /> maintenance of the Detroit Connector Trail, an all-purpose trail, and accepting funds in <br /> the amount of$25,000.00 toward the project construction costs. (Referred to PWS 311121) <br /> Chairman Rader gave an overview of the legislation, noting that it's purpose was to accept funds <br /> to contribute to the extension of the Metroparks trail. <br /> Engineer Papke further explained that the agreement is between the city and Metroparks, in <br /> which the Metroparks has agreed to provide trash pick up and snow plowing along the new <br /> extension of the trail, which will be situated on the south side of Detroit in between Valley <br /> Parkway to Graber Dr. The Metroparks would contribute $25,000 to the overall project. <br /> Chairman Rader inquired whether any city funds are being committed to the project or whether <br /> this legislation was just an acceptance of funds. Engineer Papke indicated that the legislation is <br /> an acceptance of the money and agreement for maintenance, however the Metroparks money was <br /> not the only source of funding for the project. <br /> Councilmember Bullock stated that Sean McDermott, the lead engineer for the Metroparks, was <br /> on the call and asked how the project integrates with the city's broader vision for improvements <br /> to the Detroit& Sloane Ave. intersection. Engineer Papke stated that this project fits in with the <br /> streetscape redesign, roadway diet, and improved public art. <br /> Public Comment Sean McDermott 4104 Fulton Parkway, Cleveland, OH Mr. McDermott, <br /> the lead engineer for the Metroparks, applauded the city for carrying the project over <br /> administrations. He indicated that the Metroparks is taking the lead on the southeast corner of <br />
