ORDINANCE 10-2021 -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing and directing the Director of Planning and Development or the Mayor to <br /> enter into an agreement with a licensed real estate broker to market for sale the real <br /> property located at 1461 St. Charles Avenue, Lakewood, Ohio (PPN 314-04-031) and <br /> 1458 Belle Avenue, Lakewood, Ohio (PPN 314-04-045) for a period of 180 days, <br /> pursuant to Section 155.07 of the Codified Ordinances. ORDINANCE 06-2021 -AN ORDINANCE to take effect immediately provided it <br /> receives the vote of at least two thirds of the members of Council, or otherwise to take <br /> effect at the earliest period allowed by law, declaring improvement to real property <br /> within the City of Lakewood, Ohio to be a public purpose; exempting such <br /> improvement from real property taxation; requiring the owners of the property to <br /> make service payments in lieu of real property taxes; establishing an urban <br /> redevelopment tax increment equivalent fund for the deposit of service payments, <br /> making related authorizations pursuant to Ohio Revised Code Sections 5709.41, <br /> 5709.42, 5709.43 AND 5709.83; and authorizing a service payment agreement in <br /> connection with the same. (1st read and referred to HPD 2/1/21; 2nd reading 2/16/21) <br /> (pg. 19) <br /> Director Leininger noted that a substitution needed to be made to the ordinance to fill in <br /> blanks that referred to the date of passage of transfer authorization, dates for the limited <br /> warranty deed for the property, dates for the quit claim deed that transferred the property <br /> back from the city to the property owners, the effective date of development agreement, and <br /> some extraneous blanks that ended up being removed. All blanks were related to required <br /> actions that needed to take place once the ordinance was introduced. <br /> President O'Malley made a motion, seconded by Vice President Litten to substitute <br /> Ordinance 06-2021. <br />
