Motion passed. Substitute Ordinance 07-2021 was adopted. <br /> 11. ORDINANCE 11-2021 -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, <br /> authorizing the transfer and advance of certain funds. (1st read and referred to Finance <br /> 2/16/21) (pg. 63) <br /> President O'Malley made a motion, seconded by Vice President Litten to defer. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. Ordinance 11-2021 was deferred. <br /> ****NEW BUSINESS*** <br /> 12. Communication from President O'Malley regarding support for the Protect the <br /> Right to Organize(PRO)Act(to be provided) <br /> President O'Malley read the following statement into the record: <br /> Members of Council, <br /> The attached resolution is in support of the Protect the Right to Organize Act, which passed <br /> the House ofRepresentatives last year and stalled in the Senate. It will be up for another vote <br /> this year. This isn't even about unions so much as leveling the playing field. It is so hard for <br /> workers to stand up and insist on having a voice in the workplace, when you have 65% of the <br /> American public today that say they would join a union if they could, and yet only 11% of the <br /> public is in unions. It makes you realize that there is an access problem. There is a multi- <br /> million dollar industry to prevent unionization. This act does not force anyone to join a <br /> union, but it puts in place penalties for companies that break the law. If it's a lot cheaper for <br /> you to break the law and pay the fine to allow the workers to organize the union, you know <br /> there's a big problem. I am proud to be introducing this tonight and I would ask you for your <br /> support. <br /> President O'Malley made a motion, seconded by Vice President Litten to receive and file the <br /> oral communication. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br />
